Well in MY oppinion abuse is using a substance more than your body can handle, but an actual definition of abusing valium would be like being perscribed it then taking more than the reccomended daily dose for a high.
Really the abuse thing depends on if its illegal use or legal.
Valium is a very addictive anti anxiety medication that is easily abused if not taken as prescribed or taken without it being prescribed to you. If too much is taken it can slow the respiratory system and stop your heart. Also, back in the 1980′s a lot of people were addicted to valium and had terrible withdrawals coming off of this medication. It was being prescribed too much to too many people without enough research on the addictive qualities.
