Ask the piercer. It really depends on the establishment. If you have made your decision in advance with a clear head (at some point before taking the medication), usually a qualified person will be OK if you take a prescribed sedative in the prescribed amount. If you’re noticeably drugged, they may legitimately question your ability to provide informed consent, which can be a problem if you have regrets later.
It’s usually a bigger problem with tattoos, being far less reversible if one has next-day second thoughts. However, many people take anxiolytics or painkillers before getting tatts/ piercings (though part of me asks “why?”, since the pain and self-relaxation, to me, is a big part of the experience). If you’re visibly drugged, as noted, that is quite different — and prescription or not, they are well within their rights to refuse to work on you.
